How to get Rules Are Made to be Broken… achievement
To unlock this achievement in Penacony, you’ll need to intentionally get hit by a vehicle, which might require some effort and a bit of luck.

Head to any street with moving vehicles, ideally in The Golden Hour at The Reverie Hotel Entrance in the southernmost area of F2.
Locate the space anchor and teleport there, then position yourself on the nearest street.
Keep in mind that vehicles will try to avoid hitting you at the last moment, so you’ll need to be moving as well. Anticipate the vehicle’s path and adjust your position accordingly.
Once you successfully get hit, you’ll see the achievement “Rules Are Made to Be Broken…” appear in your tab.
For breaking traffic rules, you’ll be rewarded with five Stellar Jades, making this one of the easiest Honkai Star Rail achievements in Penacony.
The achievement’s name, “Rules Are Made to Be Broken,” is a nod to the Trailblazers’ voice line used in their Physical ultimate skill.
How to get Bill — Board achievement
The Bill — Board achievement involves luring a walking billboard to be hit by a vehicle. To accomplish this, timing is crucial.
First, locate a walking billboard near a route frequently used by vehicles. Avoid leading billboards down stairs, as it complicates the process.
Once you spot an approaching vehicle, lead the billboard toward the road, ensuring they follow closely behind you.
If time allows, move in small circles to keep the billboard following you. Stop just before the vehicle reaches you so that the billboard is aligned on the vehicle’s path.
