When you launch the Expedition from the in-game map, select the Atlantic City > Casino Quarter option. Once you arrive there, head to the Casino and talk to Fabio Mondadori.
After that, you will get tasked to deal with a few gang members.
Head to their location, and based on your Intelligence, Charisma and Strength stats, you can either intimidate or convince them to leave or kill them to complete the objective. Once done, head to the Neapolitan Casino and search Concerta’s room for clues.
In this part of the quest, you can either use Lockpicking Skill to get into Concerta’s room after taking out the two guards or get the key from the basement and use it to unlock the door. Glitching through the door using photomode doesn’t work as I had tried it many times.
Once you are inside the room, you must find five evidence. These are:

- Stack of Books near the chair
- Canister of Addictol on the floor inside the bathroom
- Caged Candle on the table
After that, you must “investigate the Piano” by interacting with it to get the “Change of Plans” note that you must read from your inventory’s Notes section.
When you do that, your next objective is to locate the don’s office which you can do by following the quest marker. It is this part of the quest where players get stuck as when they enter the don’s officie, they are tasked to find anything suspicious.
Upon interacting with the nearby bookcase, they find a keypad lock whose password is associated with a poem and tax records found in the nearby terminal.
