Gaining access to the various Starfield powers will require a few steps to be taken.

The first is to acquire the Artifacts for which the Constellation is searching. These Artifacts will be tied to specific temples, which you will then need to visit in order to gain access to the Starfield powers that may be associated with it.

Once you’ve obtained your first via the “Into the Unknown” questline after finishing the “One Small Step” and “The Old Neighborhood” quests, you’ll just speak with Vladimir at The Eye, and he’ll give you more information about the temples.

Then it’s just a matter of going out and completing the quests to unlock all the different Starfield powers you want.
