The primary objective of the Seven Warlords was to have these powerful pirates, who were once a menace to society, work for the World Government.

In exchange for their allegiance, the government offered the Warlords a unique deal: their bounties were frozen, granting them a certain level of immunity from pursuit by the Marines.

This, coupled with the freedom to engage in criminal activities to some extent, provided a tempting proposition for these notorious pirates.
